REQUIREMENTS:

A minimum of seven years of progressively responsible experience in experience in economics and research in human rights, poverty and inequality in South Africa is required. Background in research and experience in producing analyses, reports, briefing notes and country assessments related to human rights, including economic, social and cultural rights, is required. Experience working with UN agencies and other international organizations, regional bodies, governments, and think tanks is desirable. A minimum of seven years of progressively responsible experience in economics and research in poverty and inequality in South Africa is required.

RESPONSIBILITIES:

(1) Conduct a desk review of existing measures pertaining to jobs and social protection for adults without disabilities aged 18-59 years benchmarked against international human rights standards including social security standards in terms of coverage, adequacy, eligibility and purpose, and of literature related to basic income support and the catalyzation of jobs in South Africa;

(2) Analyse existing and potential sources of revenue for new redistributive programmes including exploring a range of options for the financing of feasible and sustainable basic income support in South Africa, setting out the advantages and constraints of each option from a human rights lens;

Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

A minimum of five (5) years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. Experience in connection with the UN human rights treaty bodies is desirable. Experience in conducting capacity building activities for state officials on engagement with treaty bodies is desirable. Experience in building institutional capacity for national human rights and/or sustainable development-related machinery is desirable.

responsibilities:

• Conducts research and analysis of engagement with treaty bodies, including on ratification, reporting, and other procedures and assesses capacity-building needs and situation in assigned region or country.

• Provides advice on engagement with treaty bodies.

• Plans and coordinates activities related to engagement with treaty bodies and related institutional setting, such as National Mechanisms for Implementation, Reporting and Follow-ups (NMIRFs), including from a gender perspective.
